Is C1 grade A the same as C2?

So, is a C1 with a Grade A the same as a C2? That's a great question, and one I've actually wrestled with myself! I mean, it sounds confusing, right? You're taking a C1 exam, but somehow getting a top score means you're actually at a C2 level? It's like getting an A+ on a mid-term, and the teacher tells you, "Well, you're clearly ready for the final exam... next year."
