What is the error of central tendency in performance appraisal?

Nobody wants to rock the boat, so everyone gets a "meh" – average. But what does "average" even mean when you're talking about performance?

Basically, it's when managers clump everyone together in the middle of the rating scale. Nobody's amazing, nobody's terrible, everyone's… just there.
