Can I transfer a credit card balance?

Can I actually transfer a credit card balance? It's way more complicated than you'd think. Like, okay, transferring a balance is usually fine, but... it gets ridiculously tricky if you're trying to move it between cards at the same bank. Seriously, what's up with that?!
