Can VPN see incognito WiFi?

Can a VPN see your browsing even when you’re using incognito WiFi? Gosh, that’s a question I’ve wrestled with myself! I mean, incognito mode sounds private, right? Like, super-secret agent stuff. Your ISP still sees something, like that you’re connected to the internet and what websites you’re generally visiting, even if they can’t see the exact content. That freaked me out.
