If an ATM doesnt dispense cash, immediately contact your bank or credit union to report the issue. While contacting the ATM owner (if different) can help, your bank is ultimately responsible for resolving the problem and investigating the discrepancy.

They might ask for some details – the ATM location, the time, maybe even your transaction number if you got one. It's a hassle, I know, but it's way better than losing your money.
