Okay, my experience? I was in Hanoi, December 2022. Paid like $20 USD a night for a decent hostel. Felt mostly chill.
Scams exist, yeah. A guy tried to overcharge me heavily for a cyclo ride near Hoan Kiem Lake. Like, x10 the price a local would pay.
But, violent crime? Didn't see any. Petty theft? Just watch your bag like anywhere else.
Honestly? Felt safer than some parts of my own city back home. Still, always be aware, you know?
