Ugh, "easiest country?" That's a tough one. Everyone's situation is different, right? For me, thinking back to friends' experiences...Canada was pretty straightforward for a few people I know; they got their visas processed fairly quickly, though one friend spent a fortune on legal fees (around $5000 CAD, I think). That was 2022 though, things change.

Dominica, huh? A friend of mine looked into their CBI program, July 2023. Said it was cheap, comparatively. Something like a $100k investment, but the whole process sounded so… bureaucratic. Loads of paperwork. He decided against it, ultimately.
