Okay, so the easiest tourist visa country? Ugh, that's a loaded question. Here's the gist (I hope I don't forget something):

Nepal, Laos. Visa on Arrival, pretty darn convenient. Kenya too offers e-visas for touristy stuff.

Honestly, "easiest" depends so much on your nationality. Remember that time in '16, I was trying to get into Vietnam? What a mess.
