Hanoi: Two to three days dedicates ample time. I recommend exploring the Old Quarter, plus, Hoan Kiem Lake. Maybe the Temple of Literature.
Halong Bay: A two or three-day cruise feels ideal, I think. One day is a fleeting experience. And you miss the sunsets which are, well, quite nice. I saw one on the Indochina Junk.

Consider travel time. Hanoi to Halong Bay is about three hours by car, assuming traffic cooperates.
