Yep, in-flight Wi-Fi lets you text. I used WhatsApp on my Delta flight from JFK to LAX last July. It worked perfectly.
You can use iMessage too, plus Facebook Messenger. Free for SkyMiles members. Just connect to the Delta Wi-Fi.
Remember, it's for data messaging. Good for keeping in touch mid-flight. Tried it myself, 15th July, cost me $12.99 for the whole flight.
